  Hubert H. Humphrey Fellowship Program (HHH)


The one-year non-degree program of internship and study in the U.S. designed for outstanding mid-career professionals in Thai public and private organizations

Up to three grants are offered and each covers international travel, tuition and fees, monthly maintenance allowance, professional visits/affiliation, settling-in allowance, baggage allowance, book/supplies allowance, and supplementary health insurance. There will be no provision for dependents to accompany fellows, nor will fellows receive a separate allowance to support dependents.

Humphrey Fellows will be placed as non-degree students in graduate level courses in one of 13 participating universities. Professional activities such as seminars, special research projects, field trips, attendance at professional association conferences, meetings with professional counterparts and professional affiliations with appropriate organizations provide fellows with practical experience in their fields outside the university setting. The emphasis is on broad-based program objectives that go beyond the acquisition or improvement of professional or technical skills alone.




  1. Be a Thai citizen in good health
  2. Be preferably from 30 to 50 years of age
  3. Have at least a cumulative GPA of 3.0 on transcript for a bachelor’s degree.
  4. If possessing a degree from the U.S, must have returned to Thailand for at least 7 years following receipt of the degree
  5. Be physically present in Thailand at the time of interview
  6. Have an outstanding record of professional accomplishments and leadership qualities
  7. Have a minimum of 5 years of progressively responsible professional experience in public service, whether in public or private sector organizations and agencies (an applicant should be policy rather than research and technically oriented.)
  8. H ave a TOEFL score of at least 71 (iBT) on a test taken within two years prior to the date of application.


Fulbright Thailand will process the applications, organize an interview, and submit a short list to the Bureau of Educational and Cultural Affairs (ECA) for final selection.

Fulbright Thailand will notify the successful candidate(s) and the U.S. Embassy will arrange for their travel to the U.S.
